India Approves Duty-Free Sugar Imports as Prices Hit Record High Ahead of Festival Season

BY SWATI

NEW DELHI:   24 August 2026

India has authorised duty-free imports of 1 million metric tonnes of raw sugar until October 31, as the government moves to strengthen domestic supplies and contain a sharp escalation in prices ahead of the country’s peak festival season.

The decision comes as domestic sugar prices have surged amid tightening supplies. Prices have climbed around 10 per cent over the past month to record levels and nearly 40 per cent over two months, according to the latest available market data.

India, the world’s largest sugar consumer, is turning to imports to bridge the widening supply gap. The move marks the country’s first significant sugar imports in nearly a decade, underscoring the severity of the current supply situation.

Government Tightens Sugar Stock Limits

Alongside the duty-free import decision, the government has introduced stricter inventory restrictions for bulk sugar consumers.

Under an order issued by the government, from September 1 to November 30, bulk consumers using more than 10 metric tonnes of sugar per month will not be permitted to maintain inventories exceeding 15 days of consumption.

The measure follows a decision last month requiring sugar dealers to restrict their inventories to 30 days’ supply.

The government is seeking to prevent excessive stockpiling and ensure that sugar remains readily available in the market as consumption rises during the festival period.

Weather Conditions Deepen Supply Concerns

Adverse weather conditions have further complicated the domestic supply outlook. Patchy rainfall and prolonged dry spells have affected sugarcane cultivation in several producing regions.

Sugarcane is a water-intensive crop, and inadequate or uneven rainfall can significantly affect yields. Lower production has consequently tightened domestic availability at a time when demand is expected to accelerate.

Market analysts expect sugar prices to remain elevated over the coming months as constrained supplies coincide with heightened festival demand.

Global Sugar Market Could Feel the Impact

India’s return to the international sugar market as a major buyer could have repercussions beyond the domestic market.

Analysts expect increased Indian imports to provide support to benchmark sugar prices in London and New York, as global traders factor in additional demand from one of the world’s largest sugar-consuming nations.

Sugar also carries considerable political and social importance in India, where sweets form an integral part of festivals and celebrations and sugar remains a key household commodity.

With duty-free imports, tighter inventory controls and the festival season approaching, the government is deploying a combination of supply-side measures and stockholding restrictions to ease the supply crunch and prevent further escalation in domestic sugar prices.
